That\u2019s capacity.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And the cost of capacity\u2013for most customers it\u2019s hidden in the supply charge we pay\u2013has grown over the years to about 21 percent of the supply side of our bills, according to the Illinois Commerce Commission.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Because it\u2019s such a key part of your bill, CUB produced this explainer to give you more information about capacity costs and how the market sets those prices.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the energy sector, there\u2019s a lot of planning to ensure that every customer who pays for electricity can expect it to work when they turn on a light switch.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Your utility handles the distribution of electricity from the power lines in your neighborhood to your home. If there\u2019s a power outage you call them.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But beyond that, the high-power transmission lines and the flow of power over that network is managed by a somewhat mysterious organization that many customers don\u2019t even know exists: a Regional Transmission Organization, or RTO. The RTO serves as a kind of \u201cair traffic controller,\u201d monitoring the movement of electricity from large power plants to your electric utility\u2019s system.\u00a0<\/span><\/p>\n<p><strong><a href=\"https:\/\/www.pjm.com\/\" target=\"_blank\" rel=\"noopener\">PJM Interconnection<\/a><\/strong><span style=\"font-weight: 400;\"> is the RTO that covers <\/span><span style=\"font-weight: 400;\">ComEd and all or part of 12 other states and Washington, D.C.<\/span> <strong><a href=\"https:\/\/www.misoenergy.org\/about\/\" target=\"_blank\" rel=\"noopener\">MISO<\/a><\/strong><span style=\"font-weight: 400;\"> (Midcontinent Independent System Operator) is the power grid operator for Ameren Illinois and all or part of 14 states.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Not only do RTOs monitor reliability in these regions, but they also manage separate auctions to determine the price of energy (the electricity that is consumed by end-users) as well as the price for capacity (the maximum amount of electricity that <\/span><i><span style=\"font-weight: 400;\">could <\/span><\/i><span style=\"font-weight: 400;\">be consumed by end-users). The PJM capacity auction, <\/span><span style=\"font-weight: 400;\">the largest of its kind in the country, covering 65 million customers and about 20 percent of the country\u2019s power supply,<\/span><span style=\"font-weight: 400;\"> is a forward auction selling energy capacity for three years in advance.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The MISO capacity market is a prompt auction selling energy capacity over the next year. In 2022, it made headlines when capacity issues sparked a <\/span><strong><a href=\"https:\/\/www.citizensutilityboard.org\/blog\/2022\/05\/08\/qa-june-1-electricity-price-spike-in-central-and-southern-illinois\/\" target=\"_blank\" rel=\"noopener\">120 percent increase in Ameren Illinois\u2019 summer price<\/a><\/strong><span style=\"font-weight: 400;\">, and MISO officials warned of the possibility\u2013albeit remote\u2013of rolling blackouts to handle a potential capacity gap during high-demand periods.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Basically, the capacity market determines how much power is needed and where it should be located in order to prevent widespread power outages when demand for electricity is high. The market uses formulas to predict a region\u2019s peak total energy usage for the year, plus a cushion. This cushion is controversial because it is usually provided by expensive, fossil-fueled power plants. When the cushion is inflated, electric customers often end up paying too much for dirty power they don\u2019t need. In fact, a <\/span><a href=\"https:\/\/www.sierraclub.org\/sites\/www.sierraclub.org\/files\/blog\/Wilson%20Overprocurement%20of%20Capacity%20in%20PJM.PDF\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">2020 Sierra Club study<\/span><\/a><span style=\"font-weight: 400;\"> found consumers are paying $4.4 Billion in over-procurement costs to keep 77 gas and coal plants online in PJM territory.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">RTOs are nonprofit entities, but they have little accountability or transparency to consumers who often don\u2019t know they exist. That\u2019s a big reason why CUB launched a project, <\/span><a href=\"https:\/\/www.forabettergrid.org\/\" target=\"_blank\" rel=\"noopener\"><strong>Consumers for a Better Grid<\/strong><\/a><span style=\"font-weight: 400;\">, a watchdog campaign advocating for cleaner, more reliable and more affordable electricity for the 65 million customers in PJM territory.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;If you use electricity, you care about our work,&#8221; Consumers for a Better Grid&#8217;s website says. \u201cBehind every light switch and power plant is the PJM electricity grid &#8211; a sort of superhighway with tolls on it. And, how those tolls are administered decides how much you pay and how clean your energy is.\u00a0&#8221; <\/span><span style=\"font-weight: 400;\">CUB also advocated for the <strong><a href=\"https:\/\/www.citizensutilityboard.org\/climate-and-equitable-jobs-act\/\" target=\"_blank\" rel=\"noopener\">Climate &amp; Equitable Jobs Act (CEJA)<\/a><\/strong>, a state law that passed in 2021 and lays the groundwork for better long-range energy and grid planning.
