Thanks to funding through Illinois\u2019 Climate and Equitable Jobs Act (CEJA), consumers can take advantage of the benefits of solar at little or no cost.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Illinois Solar for All has two sub-programs that benefit households: <\/span><strong><a href=\"https:\/\/www.illinoissfa.com\/\" target=\"_blank\" rel=\"noopener\">Illinois Solar for All<\/a><a href=\"https:\/\/www.illinoissfa.com\/programs\/distributed-generation\/\" target=\"_blank\" rel=\"noopener\">: Residential Rooftop Solar<\/a>\u00a0<\/strong> and <strong><a href=\"https:\/\/www.illinoissfa.com\/\" target=\"_blank\" rel=\"noopener\">Illinois Solar for All<\/a><a href=\"https:\/\/www.illinoissfa.com\/programs\/community-solar\/\" target=\"_blank\" rel=\"noopener\">: Community Solar<\/a><\/strong><span style=\"font-weight: 400;\">. Both options are offered at little to no cost. More details are below and on the following tabs.<\/span><\/p>\n<p><span style=\"font-family: georgia, palatino;\"><strong>Determining Eligibility<\/strong><\/span><\/p>\n<p><span style=\"font-weight: 400;\">To participate in Illinois Solar For All, you must be at or below 80% of Area Median Income. This amount varies based on the number of people in your household and where you live in Illinois. <\/span><strong><a href=\"https:\/\/www.illinoissfa.com\/income-eligibility-lookup-tool\/\" target=\"_blank\" rel=\"noopener\">Check this tool<\/a><\/strong><span style=\"font-weight: 400;\"> to see if you qualify. <\/span><strong> For those who do qualify, ILSFA is the most cost-effective way for you to install panels at your home or subscribe to a community solar project.<\/strong><\/p>\n<p><span style=\"font-family: georgia, palatino, serif;\"><strong>How is Illinois Solar for All possible?<\/strong><\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><strong><a href=\"https:\/\/www.citizensutilityboard.org\/future-energy-jobs-act\/\" target=\"_blank\" rel=\"noopener\"><b>Future Energy Jobs Act<\/b><\/a><\/strong><span style=\"font-weight: 400;\">, passed in 2016, created Illinois\u2019 Solar for All program, and the <\/span><strong><a href=\"https:\/\/www.citizensutilityboard.org\/climate-and-equitable-jobs-act\/\" target=\"_blank\" rel=\"noopener\"><b>Climate and Equitable Jobs Act (CEJA)<\/b><\/a><\/strong><span style=\"font-weight: 400;\">, passed in 2021, strengthened it. CEJA increased the ILSFA budget from $10 million to $50 million a year; it added multi-family solar projects; it empowered the program&#8217;s administrator to better assist participants; and linked the program with energy efficiency and deferred maintenance programs.<\/span><\/p>\n<p>Watch CUB&#8217;s video on CEJA and solar energy:<\/p>\n<p><iframe title=\"YouTube video player\" src=\"\/\/www.youtube.com\/embed\/mruZt-p9R6I\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe>[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;ILSFA Rooftop Solar Program&#8221; tab_id=&#8221;1587673614193-ae2bbaeb-497e&#8221;][vc_column_text]<strong>Illinois Solar for All: Rooftop Solar Program<\/strong><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Through Illinois Solar for All, qualified homeowners or building owners have the opportunity to install solar panels on their property for little to no cost. There are two project categories:\u00a0 Residential Solar (Small): 1-4 units and Residential Solar (Large): 5+ units.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Households with a total income at or below 80% area <\/span><span style=\"font-weight: 400;\">median<\/span><span style=\"font-weight: 400;\"> income are eligible to sign up for the program. Beyond income, there are other things to consider.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\"><strong>Solar readiness:<\/strong> Before being approved for the program, homes must be &#8220;solar ready.&#8221; What does this mean for roof installations?<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"4\"><span style=\"font-weight: 400;\">The roof must be <\/span><span style=\"font-weight: 400;\">in good condition, and <\/span><span style=\"font-weight: 400;\">at least 15 years out from needing to be replaced. The structure must be able to support the solar system.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"4\"><span style=\"font-weight: 400;\">The house needs a modern electrical panel.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"4\"><span style=\"font-weight: 400;\">The roof should be relatively free of shading.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"4\"><span style=\"font-weight: 400;\">Note: Funding through <\/span><strong><a href=\"https:\/\/dceo.illinois.gov\/communityservices\/homeweatherization.html\" target=\"_blank\" rel=\"noopener\">Illinois Home Weatherization Assistance Program (IHWAP)<\/a><\/strong><span style=\"font-weight: 400;\"> may be available for some of these upgrades. If you are not able to make the necessary upgrades, community solar is still an option.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\"><strong>Southern Illinois:<\/strong> The ILSFA program fully covers all regions of Illinois, though there are fewer Approved Vendors willing and able to do residential installations in Southern Illinois. If you live in Southern Illinois and are interested in ILSFA, please reach out to CUB and we will try to suggest solutions for you.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\"><strong>Municipal Utilities and Cooperative Electric Utilities (muni\/co-op):<\/strong> If you are a customer of a municipal utility or an electric cooperative (muni\/co-op), you may <span style=\"text-decoration: underline;\"><strong>not<\/strong><\/span> be <\/span><span style=\"font-weight: 400;\">eligible<\/span><span style=\"font-weight: 400;\"> for ILSFA. This is because many muni\/co-ops have prohibitive solar policies, especially when it comes to third-party<\/span><span style=\"font-weight: 400;\"> ownership. (You will learn more about this below.) If you are a muni\/co-op customer <\/span><span style=\"font-weight: 400;\">interested<\/span><span style=\"font-weight: 400;\"> in the program, please reach out to your utility to confirm what their policy is. <\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\">Homeowners have a few financing options to install solar through purchasing panels, leasing panels or with a Power Purchase Agreement (PPA). Under a PPA or lease, the solar company owns the panels and the customer rents them each month in return for electricity produced by the panels.\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\"><strong>Purchase:<\/strong> The customer purchases the solar project outright with the option to finance it with a loan.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\"><strong>Lease:<\/strong> Customer will pay the solar company a fixed monthly fee.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\"><strong>PPA:<\/strong> Customer will pay the solar company an amount based on how much energy the panels produce each month.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\"><strong>Note:<\/strong> Outside of the Illinois Solar for All program, CUB advises consumers to be careful about entering leases or PPAs, because buying the panels outright could be more cost-effective. However, with ILSFA, leases and PPAs are a much better deal for consumers. This is because there are guaranteed savings built into the program.<\/span><\/li>\n<\/ul>\n<\/li>\n<li>Illinois Solar for All has the resource <a href=\"https:\/\/ipa.illinois.gov\/content\/dam\/soi\/en\/web\/ipa\/documents\/20250324-ilsfa-homeowner-handout_selecting-a-solar-company-final.pdf\" target=\"_blank\" rel=\"noopener\"><strong>Selecting a Solar Company: Green and Warning Flags<\/strong><\/a> available to help consumers make confident, informed decisions when choosing a solar installer for their home.<\/li>\n<\/ul>\n<p>[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;ILSFA Community Solar Program&#8221; tab_id=&#8221;1587673700125-b12d2382-6775&#8243;][vc_column_text]<strong>Illinois Solar for All: Community Solar Program\u00a0<\/strong><\/p>\n<ul>\n<li>Illinois Solar for All also has a community solar option for eligible residents (households with a total income at or below 80% area median income) who cannot or choose not to install solar panels on their own property. This is a good option for people who live in apartments and\/or have too much shade for solar to work at their house. Your bill will go down from avoided usage and\/or net metering bill credits.<\/p>\n<p>Illinois Solar for All is designed to deliver solar to Illinois residents at little to no cost. The rule is that <em>any ongoing costs associated with the program cannot exceed 50% of the value of the electricity produced<\/em>. That explanation can be a bit confusing, let\u2019s break it down with an example:<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<ul>\n<li>Cleo and Molly have an income that qualifies them for the Illinois Solar for All program. They have an electric bill that is usually around $100. They would like to save some money on their power bills, and they like the idea of renewable energy, so they decide to sign up for community solar through ILSFA.<\/li>\n<\/ul>\n<ul>\n<li>Each month, their community solar subscription produces about $60 worth of electricity. Now, they\u2019re only paying $40 on their electricity bill, because the rest of the electricity is coming from their community solar project.<\/li>\n<\/ul>\n<ul>\n<li>They still need to pay their subscription fee back to the community solar company. Thanks to ILSFA\u2019s 50% rule, they only have to pay for half of the electricity produced by their subscription. Determining Eligibility To participate in Illinois Solar For All, you must be at or below 80% of Area Median Income. This amount varies based on the number of people in your household and where you live in Illinois. Check this tool to see if you qualify. For those who do qualify, ILSFA is the most cost-effective way for you to install panels at your home or subscribe to a community solar project. How is Illinois Solar for All possible? The Future Energy Jobs Act, passed in 2016, created Illinois\u2019 Solar for All program, and the Climate and Equitable Jobs Act (CEJA), passed in 2021, strengthened it. CEJA increased the ILSFA budget from $10 million to $50 million a year; it added multi-family solar projects; it empowered the program&#8217;s administrator to better assist participants; and linked the program with energy efficiency and deferred maintenance programs. There are two project categories:\u00a0 Residential Solar (Small): 1-4 units and Residential Solar (Large): 5+ units. Households with a total income at or below 80% area median income are eligible to sign up for the program. Beyond income, there are other things to consider. Solar readiness: Before being approved for the program, homes must be &#8220;solar ready.&#8221; What does this mean for roof installations? The roof must be in good condition, and at least 15 years out from needing to be replaced. The structure must be able to support the solar system. The house needs a modern electrical panel. The roof should be relatively free of shading.\u00a0 Note: Funding through Illinois Home Weatherization Assistance Program (IHWAP) may be available for some of these upgrades.
