With millions of customers dealing with electricity price spikes, 2025 was a busy year advocating for consumers at PJM Interconnection and the Federal Energy Regulatory Commission (FERC). As part of that mission, the campaign held four media briefings, presented at or attended eight conferences, intervened in at least 10 legal cases, and was quoted by at least 25 different media outlets. Here\u2019s more detail on what we tackled this year\u2026<\/span><\/p>\n<p><strong>Consumer education<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Many people have never heard of PJM Interconnection, but it manages the nation\u2019s largest power grid\u2013from northern Illinois all the way to the East Coast\u2013and it has a major impact on electric reliability and affordability for 67 million customers across the country. So educating consumers about PJM is important. More and more grassroots groups and organizations across the PJM region have been reaching out for information and ways to engage with everyday consumers about this issue. To respond to this surge in interest, we recorded our <\/span><strong><a href=\"https:\/\/www.youtube.com\/watch?v=Mag1He_TTKg\" target=\"_blank\" rel=\"noopener\">PJM 101<\/a><\/strong><span style=\"font-weight: 400;\"> briefing, which to date has over 1,000 views! Hopefully we\u2019ll see more states pass this pro-consumer legislation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In Illinois, the CUB team was instrumental in passing the <\/span><strong><a href=\"https:\/\/www.citizensutilityboard.org\/blog\/2025\/11\/04\/illinois-passes-the-crga-act-here-are-its-key-provisions\/\">Clean and Reliable Grid Affordability Act<\/a><\/strong><span style=\"font-weight: 400;\">. This sweeping energy legislation will help counteract high prices from PJM by bringing more batteries online and promoting energy efficiency, among other strong provisions.\u00a0<\/span><\/p>\n<p><strong>Litigation<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">We intervened in at least 10 legal dockets at FERC, the Department of Energy, and in the courts on issues ranging from capacity market management, improving transmission planning, and protecting the ability of FERC to impose penalties on bad actors.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There were a number of topics we worked on this year, but here are some of the biggest\u2026<\/span><\/p>\n<p><strong>Decoding the broken capacity market\u2014past, present, and future<\/strong><\/p>\n<p><em><span style=\"font-weight: 400;\">Past and present:<\/span><\/em><span style=\"font-weight: 400;\"> If you were plugged in last summer, you may remember that PJM\u2019s capacity market produced record-high prices that would start to hit in June of this year. We worked to ensure consumers were prepared for the <\/span><strong><a href=\"https:\/\/www.citizensutilityboard.org\/blog\/2025\/05\/09\/cub-qa-capacity-price-spike-means-comed-supply-price-will-shoot-up-june-2025\/\">upcoming price spike<\/a><\/strong><span style=\"font-weight: 400;\"> (if you need more information and tips about spiking power prices, please visit our <\/span><strong><a href=\"https:\/\/www.citizensutilityboard.org\/welcome-cubs-help-center\/\">Help Center<\/a><\/strong><span style=\"font-weight: 400;\">).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In two Facebook Lives, Clara and Annie Warnock, Bilingual Consumer Rights Specialist, gave out important consumer information about the price spikes at the <\/span><strong><a href=\"https:\/\/www.youtube.com\/watch?v=rzLpLWx12W0\" target=\"_blank\" rel=\"noopener\">beginning<\/a><\/strong><span style=\"font-weight: 400;\"> and <\/span><strong><a href=\"https:\/\/www.youtube.com\/watch?v=0XK3okQAEyM\" target=\"_blank\" rel=\"noopener\">end<\/a><\/strong><span style=\"font-weight: 400;\"> of the summer.\u00a0<\/span><\/p>\n<p><em><span style=\"font-weight: 400;\">Future:<\/span><\/em><span style=\"font-weight: 400;\"> Unfortunately, high prices will continue for several years. In July, the results of the 2026-27 capacity auction\u00a0 were announced\u2013and once again the auction resulted in a record-high price. Clara was ready to <\/span><strong><a href=\"https:\/\/www.citizensutilityboard.org\/blog\/2025\/07\/31\/cub-q-and-a-another-capacity-auction-more-bad-news-so-what-happened\/\">break it down<\/a><\/strong><span style=\"font-weight: 400;\"> for the public, and Sarah <\/span><strong><a href=\"https:\/\/x.com\/cubillinois\/status\/1943818004967403830\" target=\"_blank\" rel=\"noopener\">talked through<\/a><\/strong><span style=\"font-weight: 400;\"> the results on WBEZ. In our <\/span><strong><a href=\"https:\/\/www.citizensutilityboard.org\/blog\/2025\/07\/22\/pjm-capacity-auction-leads-to-price-spike-for-second-straight-year-threatens-even-higher-com-ed-bills-in-2026-27\/\">statement<\/a><\/strong><span style=\"font-weight: 400;\">, we wrote, \u201cWhile we are relieved that the negotiated price cap prevented capacity costs from soaring even higher, this record price spike is unacceptable.\u201d In December, the auction results for 2027-2028 <\/span><strong><a href=\"https:\/\/www.citizensutilityboard.org\/blog\/2025\/12\/17\/cub-statement-capacity-market-prices-reflect-need-for-data-center-reform\/\" rel=\"noopener\">hit the cap<\/a><\/strong><span style=\"font-weight: 400;\"> once again. As long as the interconnection queue is broken and data centers are unmanaged, we will need the cap to be extended.\u00a0<\/span><\/p>\n<p><strong>Holding data centers accountable for their own costs<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">In August,<\/span> <span style=\"font-weight: 400;\">the PJM Board began an <\/span><strong><a href=\"https:\/\/www.citizensutilityboard.org\/blog\/2025\/11\/13\/cub-qa-pjms-critical-issue-fast-pass-cifp-policy-proposal\/\">accelerated stakeholder process<\/a><\/strong><span style=\"font-weight: 400;\"> to deal with overwhelming data center demand. Consumers for a Better Grid and NRDC teamed up for a <\/span><strong><a href=\"https:\/\/www.citizensutilityboard.org\/blog\/2025\/10\/23\/data-center-concerns-cub-nrdc-experts-warn-pjm-states-could-get-hit-with-forced-blackouts-163b-in-additional-electricity-capacity-costs\/\">media briefing<\/a><\/strong><span style=\"font-weight: 400;\"> to warn that PJM states could get hit with forced blackouts and $163 billion in electricity capacity costs due to unmanaged data center growth. For the ultimate vote, CUB Illinois joined the Maryland Office of Peoples Counsel, Pennsylvania Office of the Consumer Advocate, and other consumer advocates to introduce a proposal that would protect consumers from data center costs and reliability issues. None of the final 12 proposals reached the threshold to pass, however, since this was an advisory vote, the PJM Board will be making all the decisions. We urged the Board in a <\/span><strong><a href=\"https:\/\/www.chicagobusiness.com\/opinion\/pjm-urged-rein-costly-data-center-demand\" target=\"_blank\" rel=\"noopener\">Crain\u2019s Chicago Business op-ed<\/a><\/strong><span style=\"font-weight: 400;\"> to protect consumers by prioritizing reliability and affordability. After an accelerated stakeholder process at PJM, <\/span><strong><a href=\"https:\/\/www.citizensutilityboard.org\/blog\/2025\/06\/30\/statement-cub-joins-other-consumer-advocates-in-challenging-federally-mandated-rate-hike-to-keep-zombie-power-plant-open\/\">we brought the fight<\/a><\/strong><span style=\"font-weight: 400;\"> to the Department of Energy alongside other consumer and environmental advocates.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We know this has been a hard year of high prices. Rest assured that the Consumers for a Better Grid team is working hard to advocate on behalf of consumers at all levels\u2014state, regional, and federal\u2014to achieve a clean, affordable energy future.
